BAZ was engaged to support UN Women in developing a gender-sensitive procurement policy framework to enhance the participation of women-owned businesses in public- and private-sector procurement. Dr Bilal Ahmad served as Gender-Sensitive Procurement Policy Specialist. The work included designing the study’s research framework to stimulate women’s entrepreneurship through affirmative procurement, reviewing regional good practices, assessing demand-side constraints, and analysing federal and provincial procurement policies in Pakistan. It also reviewed private-sector procurement practices and existing gender-responsive procurement activities. The final framework and tools addressed supply-side barriers, policy gaps, and practical measures to improve women-owned enterprises’ access to procurement opportunities.
