The assignment supported the development of a scalable, low-cost housing finance product for The First Microfinance Bank as part of a Japan International Cooperation Agency-supported project. Dr Bilal Ahmad served as Micro, Small and Medium Enterprise Credit and Risk Consultant. The work included market surveys, a review of housing finance models, demand assessment, a review of land law, product structuring, and risk management design. The assignment produced a structured product framework, product programme guidelines, and risk management approach to support sustainable lending for housing improvement and low-cost housing needs. The product design helped the bank assess borrower affordability, property-related risks, repayment capacity, and implementation requirements.
