The assignment involved an evaluation of Karandaaz’s COVID-19 support to Excel Lab, implemented as a BAZ Consultants project led by Dr Bilal Ahmad alongside a Professor of Molecular Diagnostics. The work examined how the intervention strengthened institutional capacity and contributed to Pakistan’s broader health system response. It also benchmarked Karandaaz’s approach against comparable donor-led initiatives and included a detailed investment appraisal to assess the effectiveness, relevance, and overall value of the pandemic support provided.
