The assignment supported the strengthening of small and medium enterprise finance in the Kingdom of Saudi Arabia and the wider Gulf Cooperation Council region. The work assessed credit demand, estimated funding requirements, and developed a comprehensive credit and risk management framework for a newly established small- and medium-enterprise department. The project was undertaken as a joint engagement between IFAAS and Dr Bilal Ahmad, with support from the BAZ team. Dr Bilal Ahmad contributed to research on market demand, funding needs, and risk management requirements, and developed supervisory and risk management tools for the new department. The framework helped the institution address underserved business segments while strengthening risk-based supervision, monitoring, and portfolio control.
